This research aims to revisit the international renegotiation and rescheduling process set up for handling international debt crises during the 1980s. It will explore the coordination strategies of creditor actors, such as commercial banks, developed countries governments and multilateral organizations, and the institutional arrangements leading to the establishment of the policy regime that would govern sovereign debt problems during the decade. In this study I will provide an alternative formulation of the formation, maintenance, and end of global debt strategy as well as a revised account of the evolution of the management of the crisis.
